Studying DNA from more than 1.5 million people, an international team of researchers has identified points of DNA that increase the risk of cardiovascular disease and also heighten the risk for Alzheimer's disease, according a published report.

The researchers from Washington University School of Medicine in St. Louis and the University of California in San Francisco looked at the differences in the DNA of people with factors that contribute to heart disease or Alzheimer's disease and identified 90 points across the genome that were associated with risk for both diseases. And their analysis confirmed that six of the 90 regions had very strong effects on Alzheimer's and heightened blood lipid levels, including several within genes that had not previously been linked to dementia risk. These included several points within the CELF1/MTCH2/SPI1 region on chromosome 11 that previously had been linked to the immune system.

The researchers confirmed their most promising findings in a large genetic study of healthy adults by showing that these same risk factors were more common in people with a family history of Alzheimer's, even though they had not themselves developed dementia or other symptoms such as memory loss.

As founder of MOBILE SIGNING SERVICES and accredited Notary Public by the Philippine Consul General in San Francisco, I discovered another creative way for savings and convenience on documents notarization and follow-up authentication at the Philippine Consulate Office in San Francisco, California.

Last week Oliver and her mother went to the Office of Jevi in Milpitas, California for the notarization of two Special Power of Attorney (SPA) and Proof of Life for her elderly mother who is residing in Sunnyvale, California. Jevi who is also accredited Notary Public is my partner with MOBILE SIGNING SERVICES but doesn't do authentication follow-up of notarized documents.

Jevi, with cell phone (408)854-4274, referred me to Oliver and gave him my cell phone (650)438-3531 for authentication follow-up of the notarized documents. The following day, Oliver called me and asked my assistance for the authentication follow-up of the notarized SPAs and Proof of Life at the Philippine Consulate Office in San Francisco, California. He said that he can't personally go to the Philippine Consulate Office in San Francisco. He doesn't want to take off from work and also avoid the hassle and pressures of driving and going to the Philippine Consulate Office in San Francisco.

I told Oliver that I normally visit my 99-year-old mother every week in Santa Clara, California. I explained to Oliver that I can meet him in Sunnyvale, California by 11:00am before visiting my elderly mother. Oliver arranged for a lunch meeting inside a Filipino restaurant in Sunnyvale, California. The place is just 6-minute drive from Santa Clara, California where my elderly mother is staying with my sisters.

During the lunch meeting, Oliver showed me the three sets of notarized documents for the two Special Power of Attorney (SPA) with Proof of Life enclosures and picture I.D. of her elderly mother, two $25 Money Order paid to the Philippine Consulate for authentication fees. The two SPAs were extremely rush and needed immediately in the Philippines, so Oliver requested me to submit immediately the notarized SPAs at the Philippine Consulate for authentication.

The following day, I went to the Philippine Consulate Office and submitted the notarized SPAs at the Front Desk in the 2nd Floor, 447 Sutter Street, San Francisco, California 94108. After review of the notarized documents, I went to the Cashier (6th Floor) and submitted the reviewed documents with the 2 sets of $25 Money Order paid to the Philippine Consulate. The Cashier issued a Receipt with a note to wait for the authenticated SPA at the Release Counter by 4pm. I got the copies of authenticated (with red ribbon) documents at 4:30pm.

I sent a text to Oliver that I got the copies of the authenticated SPAs. He sent a text that he will pick up the copies of the authenticated in our home in San Francisco, California by 7:30pm. He drove to our home that evening and picked up the authenticated documents. He was very happy and very satisfied with the prompt and excellent services.

Through this creative way, Oliver and her elderly mother received the following advantages and benefits of our MOBILE SIGNING SERVICES:

  1. Oliver and her elderly mother saved $120 for gas and mileage fees;
  2. SAVINGS ON DOCUMENT PREPARATION;
  3. AVOID TAKING DAY OFF FROM WORK – Because the two sets of SPAs were notarized by Jevi who is accredited Notary Public, Oliver doesn't need to take day off from work to go to the Philippine Consulate Office in San Francisco, California.
  4. SAVINGS ON PARKING FEES AND OTHER EXPENSES - Oliver doesn't need to drive and go to the Philippine Consulate in San Francisco for the authentication follow-up of the notarized documents. Oliver easily saved $150-$200 on parking fees, lunch, snacks and other expenses.
  5. FAST TURN-AROUND AND DELIVERY - Because of extreme rush and urgency, Oliver drove and picked up the authenticated documents in our home in San Francisco. This was the fastest one-day turn-around and delivery of authenticated documents.
  6. AVOID HASSLE AND PRESSURES IN GOING TO THE PHILIPPINE CONSULATE -With the prompt and efficient services of accredited Notary Public with MOBILE SIGNING SERVICES, Oliver and his elderly mother avoided the hassle and pressures of going to the Philippine Consulate.
  7. CONVIENCE AND PEACE OF MIND – Yes, there is total convenience and peace of mind with the services of accredited Notary Public and authentication follow-up assistance through MOBILE SIGNING SERVICES.

In my column last month on GLS as natural blood sugar control, I received many responses and requests for more information on the natural ingredients of GLS described by those who had tried and completed the GLS 90-Day Challenge as “miracle” and “wonder” health supplement.

To answer these many inquiries, I would like to share some excerpts of my previous column entitled “Doctor of Pharmacy Shares Review of GLS' Unique Natural Ingredients and Potency Multivitamins Formulation.”

“As columnist on HEALTH & WEALTH” and founder of FITNESS FOR HUMANITY, I would like to express my thanks and gratitude to Stephanie Phong Tuliao, Doctor of Pharmacy, for her technical and professional review of GLS's unique and natural ingredients and high potency multivitamins formulation.

For basic information and education, I would like to share with our readers and the general public her technical and professional review on the GLS Supplement.

Diabetes is a complex condition defined as a group of metabolic diseases in which one has elevated blood sugar due to one or two reasons: either the body is unable to produce sufficient amounts of insulin, or the body is unable to adequately respond to insulin. Due to these deficiencies, it is important for people with diabetes to properly manage these conditions with appropriate treatments which may include diet, lifestyle modifications, medication and/or supplements.

Ingredients found in GLS like alpha-liponic acid, chromium, gymnema sylvestre, cinnamon extract, vanadyl sulfate, high potency vitamins may be helpful for those looking for natural alternative to aid in their diabetes management.

1. ALPHA LIPOIC ACID - Alpha Lipoic Acid taken orally seems to improve insulin sensitivity and glucose disposal in patients with Type 2 diabetes. Pharmacologically, it improves glycemic control and peripheral neuropathies associated with diabetes.

2. CHROMIUM – Chromium is an essential trace element that has been shown to play an important role in insulin function. Some studies have shown that low chromium levels are associated with impaired glucose, insulin and lipid metabolism. Because some evidence shows that not taking chromium can decrease fasting blood sugar, insulin levels and increase insulin sensitivity in people with Type 2 diabetes, this may be beneficial for people with diabetes.

3. GYMNEMA SYLVESTRE - Gymnema sylvestre is an herb that has shown to have some potential benefits for lowering blood sugar. Some studies suggest that taking gymnema extract in combination with insulin or oral hypoglycemic agents can further reduce blood glucose in both Type 1 and Type 2 diabetes by reducing intestinal absorption of glucose and stimulating pancreatic beta cell growth.

4. CINNAMON EXTRACT - Cinnamon extract has been shown in some studies to be useful in people with Type 1 and Type 2 diabetes. While cinnamon extract alone may not provide significant reduction of fasting blood glucose, taking this as a supplement alongside with diet, exercise and medication, if necessary, may exhibit additive effect on the blood sugar.

5. VANADYL SULFATE – Vanadyl sulfate has been showing to mimic the actions of insulin which may play an important role in managing diabetes. Some evidence suggests improved hepatic and peripheral insulin sensitivity in patients with Type 2 diabetes and possibly reduced blood glucose levels. Low doses of this ingredient may have benefits as a supplementation for diabetes management.

6. HIGH POTENCY MULTIVITAMINS – Multivitamins play an important role in the overall well being for people with diabetes. Often people with diabetes come up short on key nutrients, thus multivitamins help fill these nutritional gaps with essential vitamins and minerals.

As founder of MOBILE SIGNING SERVICES, I've mentioned in my previous columns that to escape long lines and long waiting time for the notarization and authentication of Affidavits, Special Power of Attorney (SPA), follow-up of passports and other business, avoid going to the Philippine Consulate Office in San Francisco on Mondays unless it's extremely urgent and necessary.

Due to the urgent need and special request of Jose Sabado and his wife Aida Sabado from San Bruno, California, I submitted their notarized Special Power of Attorney (SPA) for authentication at the Philippine Consulate Office last Monday, August 6, 2018.

For those who haven't visited the Philippine Consulate Office at 447 Sutter Street, San Francisco, California recently, here's the new procedures as follows: 1.I registered at the security in the lobby and left my I.D. (California Driver's License); 2. Passed through the security screening; 3. I took ticket for authentication at the automatic dispenser in the lobby; 4. Proceeded to second floor for review of documents; 5. After review of documents, I got corresponding ticket for amount of authentication fee to be paid at the Cashier; 6. Took elevator to the sixth floor and paid corresponding authentication fee at the Cashier; 7. Got receipt of payment with written time to pick-up authenticated documents at the adjacent Release Counter.

August 6, 2018 was the worst Monday I've experienced and observed. Upon entrance to the lobby, there was already very long line and so many people at the lobby. On the second floor, there were also so many people waiting for their numbers to be called. When I arrived on the sixth floor, there were so many people that the chairs were fully occupied with so many “kababayans” standing at the back. While standing at the back, I was sandwiched between a Pinay from San Jose, California and a Pinoy from Sacramento, California.

The Pinay, who was standing on my left, told me that she and her husband drove to the Philippine Consulate Office in San Francisco from San Jose, California. She narrated that her husband unknowingly parked in a tow away zone. When her husband checked his car, it was already towed away. They'll pay $500 to recover their car. I advised the Pinay that next time, they should park their car at the Stockton Garage or at the Sutter Garage in front of the Philippine Consulate Office.

The Pinoy, who was standing on my right, narrated his frustration and very long waiting time. “Sobrang dalawang oras ang pag-antayko sa second floor.” ( I waited for more than two hours in the second floor). “Dito sa sixth floor sobrang apat na oras na akong nag-aantay.” (In this sixth floor, I've already waited for more than four hours.). The Pinoy, who drove all the way from Sacramento, California, wished that there's a way to avoid taking off from work and escape the long line and very long waiting period in following-up the notarization and authentication of SPA and other documents at the Philippine Consulate Office in San Francisco, California

YES, there is a way to solve the problems and frustrations of our Pinay and Pinor “kababayans.” Just follow the example of Mr. Jose Sabado and Mrs. Aida Sabado from San Bruno, California who sought the assistance and help of accredited Notary Public with MOBILE SIGNIING SERVICES..

Here are  the benefits of MOBILE SIGNING SERVICES: 1. AVOID TAKING OFF FROM WORK- You don't need to take off from work and go personally to the Philippine Consulate Office if documents were notarized by accredited Notary Public. Through MOBILE SIGNING SERVICES, we can follow-up the authentication of notarized documents at the Philippine Consulate Office in San Francisco.

2. FLEXIBLE APPOINTMENTS - Appointments with accredited Notary Public are very flexible during regular office hours or after office hours on week days and week ends at homes, office, schools, restaurants, hospitals, BART lobby, convalescent homes, post office lobby and other locations.

3. SAVINGS ON DOCUMENTS PREPARATION - We have ready blank forms for Affidavits. Special Power of Attorney, Parental Travel Permit, etc. In case of typing or document preparation, our para-legal partner charges only $60 or less per document. If you go to a lawyer, you'll be charged $150, $200 or more per document.

4. CONVENIENCE AND PEACE OF MIND - There is total convenience and peace of mind with the services of accredited Notary Public and follow-up assistance through MOBILE SIGNING SERVICES. In fact, most of the time, it is more economical and convenient to seek to help and assistance of accredited Notary Public with MOBILE SIGNING SERVICES than personally going to the Philippine Consulate Office in San Francisco, California.

For immediate assistance and help in the notarization and authentication of Affidavits, Special Power of Attorney, Parental Travel Permit and other documents needed in the Philippines and in California, call: (650)438-3531 or (415)584-7095 or email: This email address is being protected from spambots. As Evangelist at the Golden Gate Church of Christ in San Francisco, California and Founder of  FITNESS FOR HUMANITY (aka FITNESS FOR CHRIST), my family and I were blessed to attend the first Filipino Christian Summit in North America which was successfully held last July 20, 21 and 22  at the Camp Tanda ( one of the Christian camps of the churches of Christ) in Big Bear Lake, California.

With the theme “Setting Up Stones of Remembrance,” the first Filipino Christian Summit in North America was attended by Filipino Christians from sister congregations in San Francisco Bay Area, Los Angeles Area, San Diego Area in California, Arizona, Louisiana, New Jersey, Nevada, Ohio, Maryland, New Mexico, Pennsylvania and other states) and from sister congregations in Surrey, Toronto and Vancouver, Canada.

The first day of the Filipino Christian Summit started with Praise and Harmony, Welcome Address and Camp Orientation led by Sam Lacuata Eugenio. The first message entitled “Stones of Remembrance was delivered by Bert Tupas, Evangelist of North Metro Church of Christ in Sacramento, California. GASTRONOMICS was hosted by Hsrding University in Searcy, Arkansas. Acquaintance Night, Talent Show and BONFIRE ended the firstt day of the summit.

The second day, Saturday, started with Assembly Singing followed by the second message “The Memorial Stones Remind Us of God's Direction and Guidance” delivered by Jay-ar Villanueva Miclat, Preaching Minister, Mentor Church of Christ in Mentor, Ohio. By 10:30 am, yours truly shared special report on the WE CARE Ministries particularly on the “WE CARE” Evangelism Campaign and Workshop in the Philippines in the years 2012, 2014,, 2016, 2017, 2018. Children's Class (ages 3-10) was held separately. Pinoy Games like Patintero, water bucket relay, etc. were coordinated by Sam Eugenio and Henry Bravo.

After lunch, Learning New Songs was led by Sam Eugenio followed by Traditional Filipino Games coordinated by Neiel Mallari, Alvin Tamicala and Henry Bravo. In the evening, Praise and Harmony was led by Neiel Mallari, Song leader from Los Angeles, California. The third message “The Memorial Stones Remind Us God's Power and Provision” was shared by Henry Bravo, Elder, Surrey Church of Christ, Surrey, B.C., Canada. This was followed by Group Singing Competition and VONFIRE.

Special highlight of the second day of summit was the baptism (immersion) of Esperanza “Espie” Riley (for remission of sins, Actsa2:37-38) at the Big Bear Lake after WE CARE Bible Study with Jon Rowe, Minister/Evangelist of the Southwest Church of Christ in Phoenix, Arizona. Espie is a close friend and guest of Alpha de Guzman from Escondido, California.

The third day , Sunday, started with Bible Classes (Sunday School) for all ages. Singing during Worship services was led by Jonathan Hincley. The Lord's Table (Communion) was hosted by Bert Tupas, and assisted by Albert Eugenio and yours truly. The Sunday morning message on “LEGACY” was delivered by Alvin Collado Tanicala from Bakersfield, California. This was followed by Stones Ceremonies and BON VOYAGE

My beloved wife Virginia Jimenez Madliang and I and our daughters Darlene Madlaing Gamble and Wynema Joy Madlaing Gacusan, our grandsons John Michael Gamble, Jeremiah Gacusan, Brendon Gacusan and our son-in-law Ben Gacusan would like to express our profound thanks and appreciation to members of the host committee for the planning and coordination of the successful first Filipino Christian Summit in North America.

The following day after the Filipino Christian Summit, my family and I enjoyed together family bonding and kayaking at Captain John's in Big Bear Lake. Then, we proceeded to Las Vegas and stayed at Worldmark Resort and watched Nathan Burton Comedy Magic Show. Our grandson Brendon was selected by Nathan Burton to participate in the show. The following morning, we joined a guided tour to the Upper Antelope Grand Canyon in Page, Arizona.

The best part of our family bonding and vacation happened on July 28 when I had the opportunity to share the gospel to our grandson Jeremiah through WE CARE Bible Study. After the WE CARE Bible Study,, Jeremiah decided to obey the gospel in baptism (immersion) for the remission of sins (Acts 2:37-38). On that memorable Saturday morning, I baptized (immersed) Jeremiah in their backyard swimming pool in Glendale, California. Angels in heaven were rejoicing with us!

In the afternoon, my wife and I and the entire family members went to the Feed My Starving Children Center in Mesa, Arizona and helped packed food packages for the starving children in third world countries like Tahiti, Nicaragua in Latin America, Philippines in Asia, Guyana and other countries in Africa.

Last week, Benefrida Oreta Mistica from Union City, California (satisfied client since 2016) called MOBILE SIGNING SERVICES for help and assistance in the notarization and authentication of Special Power of Attorney (SPA) involving their building and property located in Mandaluyong City, Metro Manila.

Benefrida said that in addition to her husband, two more of her siblings and their spouses residing in Union City and San Jose, California need to sign the SPA in front of an accredited Notary Public and then follow-up the notarized SPA for authentication at the Philippine Consulate Office in San Francisco, California. Benefrida explained that the three couples are not available during regular office hours.

After consultation with her siblings and their spouses, Benefrida requested if I could meet the three couples on Sunday afternoon by 4:00 pm to notarize the SPA. As evangelist at the GOLDEN GATE CHURCH OF CHRIST in San Francisco, California, I am not happy and comfortable getting appointments on Sundays because Sunday is for my family and for the church. At present, I am handling and facilitating the series of Evangelism 101 Bible Class (workshop style) every Sunday morning 10:00 am at the GGCC Fellowship Hall, which started later part of June, 2018 until early part of September, 2018. As an old and satisfied client, I agreed to the request of Benefrida and her siblings and their spouses. I instructed Benefrida and her siblings and their spouses to prepare three copies of the SPA and three copies of their ID (e.g. California Driver's License or U.S. or Philippine Passport).

By God's providence, Benefrida called Friday morning before Sunday and informed me that the meeting will be re-scheduled Saturday by 4:00 pm in her home in Union City, California. I met the three couples Saturday afternoon by 4:00pm. After some pre-liminaries, I had the three couples signed the three copies of SPA. I also had the three couples signed my Journal of Notarial Acts and put their right thumb marks. My beloved wife Virginia Jimenez Madlaing (who was with me) signed the three copies of SPA as witness to the signatures.

After notarization, I explained to Benefrida and her siblings and their spouses that as accredited Notary Public by the Philippine Consul General, they don't need to go to the Philippine Consulate Office I San Francisco to follow-up the authentication of the notarized SPA. The authenticated SPA will be mailed by Priority Mail.

Last Tuesday, July 17, 2018, I went to the Philippine Consulate Office in San Francisco. After passing through the security in the lobby, I took ticket and proceeded to the Front Desk (2nd Floor) for review of the documents. After the SPA review (about one hour waiting), I went to the Cashier (6th Floor)and paid $25 (in cash) for authentication fee. The Cashier issued a receipt with note that the authenticated SPA can be picked-up by 4:30 pm (after 4 hours waiting) at the Release Counter adjacent to the Cashier. By 4:45pm, I was able to pick up the authenticated (with red ribbon)SPA. The following day, Wednesday, I sent the authenticated SPA (with red ribbon) by Priority Mail to Benefrida in her home address in Union City, California.

With the special arrangement made by Benefrida, the three couples from Union City and San Jose,California got the following savings and benefits: 1. AVOIDED TAKING OFF FROM WORK - Because the SPA was notarized by accredited Notary Public, the three couples don't need to go personally to the Philippine Consulate Office; 2. SAVINGS ON GAS AND MILEAGE - Instead of taking three trips, the accredited Notary Public took only one trip which gave savings of $120 for extra gas and mileage; 3.SAVINGS ON PARKING FEES AND OTHER EXPENSES – Because the three couples didn't personally go to the Philippine Consulate Office in San Francisco, they saved about $150 on parking fees and $150 or more for lunch and other incidental expenses. 4. CONVENIENCE AND PEACE OF MIND – There is total convenience and peace of mind with the services of accredited Notary Public and follow-up of document authentication through our MOBILE SIGNING SERVICES.

In recent Gallup Poll, 82% of Americans work for jobs they are not happy but were forced to do for money. They worked for those jobs from age 20 to age 65. The percentage is higher for the Japanese which is 92%. If you are lucky enough to reach the age of 80, then you have 15 years left of what you are happy to do and accomplish a meaningful life or achieve your purpose in life.

This brings you and I to the following questions: Is your job wasting your life? Are you happy with your job? Do you have a meaningful, balance and purposeful life?

For the past 30 years, I've worked full-time as real estate broker. For five years, I was also publisher of the weekly PHILIPPINE EXAMINER and the weekly CALIFORNIA EXAMINER (Northern California Edition). I made good income and money in real estate (land investment, residential and income properties). But my full-time job as real estate broker and newspaper publisher controlled me and adversely affected my health and my family. I had no more time for my beloved wife and my two growing daughters.

Today, I am very happy to do my job as founder of MOBILE SIGNING SERVICES and accredited Notary Public by the Philippine Consul General in San Francisco; active Evangelist with the GOLDEN GATE CHURCH OF CHRIST in San Francisco, California and part-time Broker Associate with Century 21 Real Estate Alliance. I found joy and happiness doing my purpose in life: 1. SERVE MY FELLOWMEN; 2. SERVE, PRAISE AND GLORIFY GOD.

As founder of MOBILE SIGNING SERVICES and accredited Notary Public, it gives me inner joy and happiness serving the sick, physically handicap (e.g. 93-year-old veteran in Antioch, California; bed-ridden client at the Kaiser Permanente in South San Francisco, California, physically handicap man on a wheel-chair in Mountain View, California and others) and for individuals and families who can't go to the Philippine Consulate Office in San Francisco, California during regular office hours.

As Evangelist, I'm active, committed and dedicated sharing the gospel, the power of God to salvation (Romans 1:16, 1 Corinthians 15:1-4, Acts 2:37-38, 2 Thessalonians 1:7-9, Acts 22:16), to many lost souls. It gives hope and eternal life beyond the grave. This is the true meaning and purpose of life as concluded by King Solomon, the richest and wisest king during his time (Ecclesiastes 12:13-14)

It's not yet late for you to find the job you are happy to do and help you accomplish the true meaning and purpose of your life. You can have a job you enjoy and happy doing it with less money but have more time for your loved ones, your spouse and your children. It's a matter of choosing to satisfy your NEEDS and not your WANTS.

As founder of Mobile Signing Services, I'm amazed how clients from Hawaii and California continue to share creative ideas on how to save money, time and less worry in the notarization and authentication of Special Power of Attorney (SPA), Affidavits and other documents at the Philippine Consulate in San Francisco, California

One Thursday morning last month, Medeline (a client for more than three years from Hawaii) sent a text to me requesting my help for the notarization and authentication of Special Power of Attorney (SPA) for the sale of real estate property they inherited in the Philippines. The SPA must be signed by her, her husband Ellis, her sister Fe residing in East Palo Alto, California and her brother-in-law Christopher residing in Manteca, California. Six sets of SPA will be notarized and authenticated at the Philippine Consulate in San Francisco, California

Through creative way, Medeline informed me that we can meet in our home in San Francisco the upcoming Monday morning by 11:00 am. Medeline and her husband Ellis will take the early flight Monday morning from Honolulu, Hawaii to San Francisco (SFO). Her sister Fe and her brother-in-law Christopher will drive to our home in San Francisco, California to arrive by 11:00 am Monday.

As creatively arranged and planned, they (Medeline, her husband Ellis, sister Fe and brother-in-law Christopher) arrived on time in my home-office that Monday morning. Medeline presented the six sets of SPA to be notarized. I had them signed the six sets of SPA. Then, I had them signed my Journal of Notarial Acts (total of 24 signatures) and affixed their right thumb marks. I requested copies of their I.D. (Hawaii Driver's License and California Driver's License) and made corresponding number of copies. I requested two of our renters witnessed the signed SPA.

After completion of the notarization, I made duplicate copies of the six sets of SPA and enclosures ready for submission to the Philippine Consulate Office in San Francisco, California. Fe and Christopher returned to their office and workplace immediately after the completion of notarization of the six sets of SPA. Medeline and her husband proceeded to the Philippine Consulate Office in San Francisco and submitted the notarized six sets of SPA for authentication.

Through the creative way arranged and planned by Medeline, they got the following savings and benefits:1.$120 savings for volume discount on the 24 signatures; 2. $180 savings on gas and mileage fees; 3.Because the six sets of SPA were notarized by accredited Notary Public with Mobile Signing Services, Fe and Christopher don't need to be personally present at the Philippine Consulate Office and were able to return to work in the afternoon; 4.Got peace of mind; 5. Avoided unexpected inconveniences.

As founder of MOBILE SIGNING SERVICES, I continue to experience creative ideas on how to save and avoid long lines and waiting time at the Philippine Consulate in San Francisco, California.

Early this year, Carol and some clients from Concord, El Cerrito and East Bay Area suggested that we meet at the Balboa Park BART Station(near my San Francisco home) instead of the accredited Notary Public going to their homes for the notarization and accreditation of Special Power of Attorney(SPA) needed in the Philippines. Before the meeting at the Balboa Park BART Station, we instructed the clients to prepare three copies of the prepared SPA and three copies of I.D. (e.g. California Driver's License, California I.D. issued by DMV, or Passport)

We met the clients at the Balboa Park BART Station lobby and have them signed the SPA and the Journal of Notarial Acts and affixed their right thumb marks. With this creative idea, the clients saved money on gas and mileage fees and other related notary fees. The clients didn't have to go to the Philippine Consulate Office and avoided long lines and long waiting time in the submission of SPA at the Front Desk (one hour or more) and release of authenticated (with red ribbon) documents (3-4 hours) at the release counter because the documents were notarized by accredited Notary Public. The authenticated SPA and documents were mailed (by Priority Mail) to the clients the following day.

Last Saturday (day before Easter Sunday), March 31, 2018, another client had creative idea on how to save and avoid long waiting time and long lines at the Philippine Consulate. Roger from South San Francisco arranged to pick me up at home in San Francisco and then brought me to his physically handicapped brother-in-law in the Sunset District in San Francisco for the notarization and follow-up of authentication of Special Power of Attorney. His brother-in-law David signed the SPA and my Journal of Notarial Acts and affixed his right thumb mark. David submitted a copy of his California Senior ID.

Then Roger drove me to the workplace of his sister in the Westlake District in Daly City, California. His sister signed the SPA and my Journal of Notarial Acts and affixed her right thumb mark. Roger's sister submitted her California Senior ID. To avoid long lines on Mondays and Fridays, we submitted the notarized SPA and other documents the following Tuesday at the Front Desk (second Floor, 447 Sutter, San Francisco, California). After review of the documents, I paid $25 authentication fee at the Cashier (sixth Floor) and waited for the release of the authenticated (with red ribbon) SPA at the release counter, later in the afternoon. The authenticated SPA (with red ribbon) was picked up by Roger in my home in San Francisco, California the following day.

Through this another creative idea, the clients saved on gas and mileage fees and other related notary fees. The physically handicapped husband didn't have to go to the Philippine Consulate Office in San Francisco and avoided long lines and long waiting time. The wife didn't have to take off from her work to go to the Philippine Consulate Office. She avoided long lines and long waiting time at the Philippine Consulate Office in San Francisco, California.

As founder of MOBILE SGINING SERVICES, I would like to express my profound thanks, appreciation and commendation to the Philippine Consul General for initiating and continuing the Notary Public Accreditation Program. These savings, convenience and benefits for our hundreds and thousands of “kababayans”and clients were made possible because of the Notary Public Accreditation Program.

QUESTION: My father is giving a parcel of land he owned in the Philippines to my older brother in consideration of his love and affection to my father and our family. My father can't go to the Philippine Consulate Office. He wants to accomplish his desire while he is still mentally and emotionally capable. Can you help us? - Joel Garcia, Daly City, California.

ANSWER: Yes Joel, through the Notary Public Accreditation Program of the Philippine Consul General in San Francisco, our Mobile Signing Services can help your father. The Notary Public Accreditation Program is a great help for those who can't go to the Philippine Consulate Office like your father.

Through the assistance and partnership with a paralegal and/or a lawyer, we can prepare a draft of Deed of Donation with your father as the Donor and your older brother as the Donee. To be able to do this, we need the complete name, address, telephone number of your father here in California; and the complete name, address and telephone number of your older brother in the Philippines. We also need the exact location of the land parcel and description of the property.

After the draft of the Deed of Donation is reviewed and approved by you and your father, our accredited Notary Public can visit your father at home for notarization. Your father will sign the Deed of Donation. He will also sign the Journal of Notarial Acts and affix his right thumb mark. The accredited Notary Public will notarize the signed Deed of Donation. Prepare three copies of your father's I.D. (e.g. California I.D. or Passport) for the submission and follow-up of authentication (with red ribbon) in the Philippine Consulate Office in San Francisco, California.

If you are available, you can submit the notarized Deed of Donation (two copies, one original and one duplicate with copies of your father's I.D.) at the Front Desk,  2nd floor, Philippine Center Building, 447 Sutter Street, San Francisco, California 94117 for review. Then, pay for authentication fee. ($25 in cash) at the Cashier (on the sixth floor) and follow-up for the authentication (with red ribbon) of the notarized document. Wait for the release of the authenticated document at the adjacent release counter. Be prepared to wait for 4-5 hours for the submission of notarized document and release of authenticated (with red ribbon) document.

If you are not available, our Mobile Signing Services can handle and take care everything for you. Most of the time, it is more convenient and economical for you to avail of our complete Mobile Signing Services than for you to do it yourself.

For immediate help and assistance in the notarization, submission and authentication of various documents (e.g. Special Power of Attorney, Affidavits, DEED OF SALE, Deed of Extra Judicial Settlement, Quitclaim, Waiver, QUITCLAIM DEED, Etc.) needed in the Philippines and in California, just write or contact MOBILE SIGNING SERVICES, 730 Madrid Street, San Francisco, California 94112. 650)438-3531 or (415)584-7095 or email: This email address is being protected from spambots. NATIONAL BIBLE DAY: After a very successful 5th WE CARE Evangelism Campaign & Workshop in Cagayan Valley and Pangasinan, some members of the WE CARE Ministries Team were blessed and fortunate to have a brief visit and courtesy call with Senator Manny Pacquiao in the Philippine Senate last January 24, 2018. Through the arrangement of his staff Wendell Alinea and journalist/sports writer Eddie Alinea, those who met boxing icon and Senator Pacquiao include Roberto “Arvie” Indong, top Filipino graduate and Academic Excellence awardee, Class 2012 of Southeast Institute of Biblical Studies in Knoxville, Tennessee, USA and now minister of the Town Proper Church of Christ in Calasiao, Pangasinan; John Paul Agustin from Caloocan City; yours truly, member of the WE CARE Ministries USA Team and Evangelist at the Golden Gate Church of Christ in San Francisco, California and Alfred G. Gabot, book author, publisher, past president of the National Press Club of the Philippines and Editor-in-Chief, Philippines Today.

Senator Pacquiao co-authored with Senator Joel Villanueva Senate Bill No. 1270 declaring the last Monday of January a regular holiday to observe the “National Bible Day” and called all Christians to unite and celebrate the Holy Bible as the cradle of the Christian faith. Last year, President Rodrigo Duterte declared January of every year as “National Bible Month” and every last week of January as “National Bible Week” by virtue of Proclamation No. 124.

As Evangelist, I personally commend Senator Pacquiao, Senator Villanueva and President Duterte for declaring “National Bible Day,” “National Bible Week” and “National Bible Month.”

Last Saturday afternoon, September 9, 2017, my good friend and fellow member of the Peninsula Toastmasters Atty. Cesar Fumar called me for our MOBILE SIGNING SERVICES to notarize and follow-up authentication of legal documents he prepared for his client Estrella (name was changed for protection and privacy), stage four pancreatic cancer patient who was given six months to live.

Atty. Fumar asked me if I could meet his client the following day (Sunday) or on Monday. I explained to Atty. Fumar that as evangelist at the GOLDEN GATE CHURCH OF CHRIST in San Francisco, California, I don't handle MOBILE SIGNING SERVICES on Sundays unless the client can come to our home after 6:00 pm for emergency services.

Then, last Monday afternoon, September 11, 2017, Atty. Fumar called me again when I was at the Philippine Consulate Office for the submission of notarized Affidavits and Special Power of Attorney (SPA) and follow-up in the authentication of notarized documents. He requested if I can meet his client Estrella within 30 minutes. I told Atty. Fumar that I'm waiting for the release of the authenticated Affidavits and SPAs by 4:30 pm. About 6:45 pmMonday, Atty. Fumar and I met Estrella who was already bed-ridden. Atty, Fumar brought out the legal documents he prepared like General Durable Power of Attorney, Declaration of Trust with enclosures and two sets of GRANT DEED covering parcels of agricultural land located in Barngay Anonang, Mucipality of Leon, Province of Iloilo, Philippines.

After Estrella signed the documents, I had her signed my Journal of Notarial Acts with her right thumb marks. Then, I notarized the documents. The two sets of GRANT DEED must be submitted to the Philippine Consulate Office for authentication. Because Estrella can't travel to go to the Philippine Consulate Office in San Francisco, I got copies of her California I.D. to be submitted with the notarized GRANT DEED. I can do this as special accommodation because I'm accredited Notary Public by the Philippine Consul General in San Francisco. California.

The following day, Tuesday, I submitted the two sets of notarized GRANT DEED at the Front Desk (on the 2nd floor) for review (about 1.5 hours waiting at the Front Desk). Then,I took the elevator to the 6thfloor and paid $50 cash ($25 per set) to the Cashier for authentication fees. I was advised to wait and come back for the release of the authenticated documents near the adjacent release counter (also on the 6th floor)by 4:30 pm. The authenticated documents were finally released by 5:00 pm (after more than four hours waiting).

Due to the urgency of the situation, I delivered the authenticated documents to Estrella through her sister Emma by 8:00pm Tuesday. They were very happy for the prompt and excellent services. They were also extremely thankful for the 50% discount and multiple documents and volume discounts we gave them.

As evangelist and accredited Notary Public, this was very emotional MOBILE SIGNING SERVICES we rendered together with Atty. Cesar Fumar. . I silently prayed for Estrella, her sister and her family for comfort and strength before and after my visits in their home in Daly City, California.
