Airport GM Honrado and MIAA officials face graft raps over P486-M CCTV project

PASAY CITY — After being hounded by the "laglag bala" issue, General Manager Angel Honrado and other officials of the Manila International Airport Authority (MIAA), the agency managing the country's premier airports, are again in hot water, this time over the alleged anomalous surveillance project amounting P486 million.


In a complaint filed before the Office of the Ombudsman, private joint venture Annex Digital Inc. and Geutebruck Pty. Ltd. charged Honrado and 10 other officials of MIAA of the administrative offense of grave misconduct and criminal offense of violation of Section 3 (e) of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.


Aside from Honrado, also named as respondents in the complaint were MIAA Bids and Awards Committee (BAC) chairman Vincente Guerzon; vice chairman Carlos Lozada; BAC members Leonides Cruz, Maria Perla Dumo and Octavio Lina; BAC technical working group members Pastor Dalmacion Jr., Jose Rossano Llobrera and Manuel Ochoa; and BAC technical evaluation committee chairman Jesus Gordon Descanzo and vice chairman Enrico Reblora.


In the complaint, Annex Digital Inc.’s president and general manager Rea Lactao said the decision of Honrado and the other MIAA officials to resort to negotiated procurement of the close-circuit television (CCTV) cameras and other surveillance equipment for the project was in violation of the government procurement rules, according to GMA News report.


Last year, Honrado announced that MIAA will enter into a negotiated procurement for the CCTV system after no one among the firms which participated in the previous biddings met the technical requirements of the project.


Under the project, the CCTV system will be installed inside the Ninoy Aquino International Airport (NAIA), the country's premier airport, GMA News reported.


The complainant pointed out that under Republic Act 9184 or the Government Procurement Reform Act, a government entity can only resort to negotiated procurement after two failed biddings.


Lactao belied MIAA’s earlier claim that there were already two failed biddings done for the project, pointing out that the first bidding held on August 29, 2014 should be considered invalid because the MIAA suddenly changed the terms of reference (TOR) for the project a few days before the second bidding held on February 24, 2015.


Through her lawyer Rico Quiambao, Lactao pointed out that from the project title “Design, Supply, Installation and Commissioning of CCTV Cameras and Surveillance System at NAIA,” during the first bidding, the MIAA suddenly omitted the word “design” in the TOR of the project during the second bidding.


The complaint alleged that the respondents’ move was in order to accommodate favored firms Advance Security and Safety Solutions Inc. (AS3) and One Commerce International Corp.


The complainant further alleged that Annex Digital and another firm, Trends & Technologies Inc., were declared as eligible bidders during the first and second biddings for the project but were suddenly branded as “disqualified” in the post-evaluation of bids report prepared by the BAC technical evaluation committee.


Last year, the joint venture filed a motion before the Pasay Regional Trial Court seeking to stop the negotiated procurement for the project.


In a complaint affidavit filed before the Ombudsman on Monday, Gilzael Vida, also of Annex Digital Inc. and Geutebruck Pty. Ltd, bared that BAC officials already issued last month invitations to bid for the negotiated procurement despite the pending petition before the Pasay RTC.


Vida, in her affidavit, said Honrado and the other respondents "are hell-bent on fast-tracking the negotiated procurement of closed-circuit television (CCTV) system" before the end of the administration of President Benigno Aquino III. Vida, however, did not cite any evidence for her claim.
